Periodic orbits of the hydrogen atom in crossed electric and
magnetic fields are shown to obey an organizing principle. This
principle allows us to assign winding numbers to the periodic
orbits and to quantitatively construct the action variables for
broken tori in phase space. We carry out an EBK torus quantization
at energies below and above the ionization saddle point.
