Uncertainty Principle at All Energies Scales and Measurability Conception for Quantum Theory and Gravity

This work presents the quintessence of the latest results obtained by the author which are associated with involvement of the minimal length $l_{min}$ and the minimal time tmin in the theory. At that is noted that the inclusion of $l_{min}$ ($t_{min}$ ) is dictated not only by selection of the corresponding model but by the application of the fundamental principles of quantum theory within the scope of quite natural assumptions. Main problems is formulated in Conclusion.
